I'm guessing certain stars have to line up in order to create the original white walkers, like the night king, this only happens once in possibly thousands of years.
I suspect in order for the magic to work, a certain artefact is needed, and this object is somewhere south to the wall, Winterfell or King's Landing maybe.
The night king is marching south to look for this artefact and perform the ritual to create more like himself, all this till the stars are in the right position, the red comet may be the sign that the alignment is about to take place, that's why he has to do it now or he has to wait thousands of years again.

It's the eye of the real enemy, the Great Other, aka the Three Eyed Raven, aka the god of death. The Night King is actually a force of good and is trying to stop the three eyed raven, who has secretly been manipulating mankind into killing each other for thousands of years. Well the lame explanation that I can't shake is that the Night King is traumatically focused on the event of his turning, which had this spiral symbol.
