It really doesn't matter. The first 2/3 of this series didn't matter. The actual plot and character arcs aren't going to start until the beginning of the next and hopefully last movie.

My guess is one of the weird fuckers who hung around Palpatine like in that one scene from RotJ. Someone who had a good deal of influence and connections among the upper echelons of the Imperial court that would allow him to build up a personal military force to reinstate the Empire.
