In the early seasons he was literally a sociopath that pushed away his only real friend (dwight) in order to gain friendship with people who hated him. Which was explained quite succinctly in the bring your daughter to work episode.

I dunno. Parks gets better with time, the opposite of Office. Last seasons of the Office were not good. But the first season of Parks is really rough, and you can tell by the end that cancellation was kind of expected. Like there was never much faith in it.
But The Office had bigger laughs and a better cast imo. Plaza and the Indian dude are really weak links for example. Donna is almost a glorified extra for half the series.

Parks and Rec has the benefit of coming after the Office, that is to say that all the most creative minds jumped ship and created a show designed to be better without the mistakes that came before. They picked a great cast of both established and up and coming comedians and made sure to give everyone distinct personalities from the star of the show to background guy in 1 episode. Nearly every single speaking role in P&R has moments to shine.

They let the viewer into this magical world and be the straight man to an entire town full of colorful wackjobs.

The Office takes like 3-4 wackjobs and puts them in an office with normal people and has everyone talk about how wacky the others are. It's a very mundane and normal show by comparison, and while there are good moments it's worse and worse on any rewatches while Parks N rec is better and better.

at least when P&R added new characters like Rob Lowe they worked out and improved the show. Literally every new character that The Office added made the show noticeably worse.

Parks & Rec has a much stronger final season than all of those except maybe 30 Rock. The Office dragged on for at least three seasons too long.

He's a government hating libertarian who "works" in a local government in a town so nutcase that no-one ever figures out or cares that he's doing nothing (even with Leslie making up for him) of value and wasting funds. The entire premise of his character is a joke.

Because the whole point about neorepublicanism is that there should be no benevolent-leviathan figure that 'allows' us to do as we wish, but a government composed, imposed and possibly deposed by the people. The idea of negative liberty is fallacious because true liberty can't be subject to the whim of government/State, but exist intrinsically in a community. The function of the State is therefore subject to the will of the people (as it evoved from the first census conducted by Servius Tullius).

The Office's final seasons were trash, sure, but the first seven seasons were all better than the best seasons of P&R and Community. Also, P&R's final season was their second worst, falling just behind their first season. 13 episodes of them setting up every character to be a success and get everything they ever wanted in life to have storybook happy endings all around. Outside the tiny tiff of a misunderstanding between Ron and Leslie for like the first two episodes, there was never really any conflict or direction.
