Bad example, they decided to make her suddenly really good at waterbending just for the sake of being strong, her being as good as she was never really established, happened in the space of a few minutes at the end of season 1 when she showed skills that had never been established. Unlike Toph who had a very good reason as to why she was so good.

why do the female characters need to be "strong"?
or does that just mean well written or whatever?

they don't need to be, it's challenging to write one properly without it seeming like a forced girl power thing

Side note. It's a testament to how well written was atla that despite kataara had great development and by most cartoon standards. She's still my least favorite gaang member and the order is:

Sokka>aang>toph>zuko>katara

Naiomi wasn't an especially strong character, just a not-weak one.
Chrisjen Avasarala though is arguably the strongest female in the show and certainly one of the most powerful and cunning politicians, even when she's usually playing with a hand a few cards lighter than her opponents.

Bobbie Draper literally sings "anything you can do..." in the books and trains obsessively to be better than literally any other soldier she can think of but especially, the boys, and earthers.

She wasn't forced to watch it, she was editing it because I guess she though it would be interesting to edit porn, but by the end she just regrets not handing the job over to someone else
