He's very dry, and has close to no shame so he can make dumb boring jokes go on for long enough that it gets funny. He's goofy, fairly lovable, but he gets very touchy on some subjects.
He cares very little, and that's refreshing. Maybe you just expected too much from him after hearing everyones praise.

You know how some people are just extremely outwardly bubbly and happy; they have a contagious smile and smiling eyes and an energy around them. Norm has the comedic version of that, he just radiates the 'playfulness', or whatever the fuck you want to call it, of humorous context. He's also a great storyteller, and quick witted; he tells long jokes that he vaguely remembers the structure of and you can hear him bullshitting the details together as he is telling them; this makes his humor feel 'real' or 'genuine', and obviously people love shit that comes across that way.
