Series should've started with him trying to work hard and train his body to be a hero. He could've made some shitty tools (He could basically be trying to be Batman) however he's constantly beaten down by people with powers because at the end of the day he's just not strong or smart enough to fight against people with powers...then All Might sees that dedication to work and try regardless of the situation, but nope...he just accepts his lot in life and cries a bunch and All Might gives him his powers anyway.

Not to mention the series itself is utter garbage and everything in the universe it creates exists purely to make the main cast look better.

The thing is, You need to have a quirk to be a hero for a reason. All the heroes in the show are licensed and have some kind of marketability to them based on the flashiness of their quirk. The Hero/Villain paradigm in this show is not like how it is in traditional American comics. It doesn't matter if Deku had developed fighting skills like Batman or Stain since he wouldn't be marketable so he'd have to be a Vigilante.
