With a much more limited workforce the feudal nobility had to let go of serfdom, give peasants more rights and compete against each other with wages and better terms. Why didn’t he ensure that the half of all people he killed included those with the power and desire to stop him? Not merely snapping away all the avengers with the half, but also imagine if he erased one side of the political spectrum from each country. Sure he would still be seen as a villain (and rightly so) but I imagine the reaction would be different if he at least made the remaining half 1) happy on some level with how he achieved his ends and 2) completely unable to resist, even if desirous of resistance and working at full capacity to do so.
