Moe here is based off Hamlet's uncle, King Claudius who is based on the Jutish chieftain, Feng. According to Gesta Danorum, he lived during the 6th century.
We don't know much about 6th century the Jutes or their tax policies, but assuming that they were anything like 8th century Danes, we can assume that their tax policy was non-existent and that their economy was based around raiding the Baltic region.
