It's alright. It's got a few food laughs for what it is. It feels like it sits around a really good season 9 or 10 episode. But it cannot be considered earlier than that.
The crux of the problem is Homer. The movie hinges on what he does to the town, his behaviour and his lies getting out of hand. It's just not believable at all that he'd do what he did in the movie to Bart.
Lovable Season 1-8 Homer just wouldn't have done it. He's almost right back where he used to be but it's a little bit too latter season jerk ass Homer for it to work!
