Everything up to the introduction of the basterds is excellent, it luls a little once Soshana is introduced, and the strudel scene is the first to genuinely drag, as does every scene after that.

Not really. Darkman and The Crow were already a thing. And the serious approach to superheroes had already been done in comics by Alan Moore and others, it was just a matter of time for it to reach the big screen.
Tarantino just made it it accessible to a much wider audience, which then provided it the much needed critical legitimacy. I consider him the worst offender, but the entirety of culture made by the late boomers/gen-x is a fucking monstrosity. There's a big difference in the way both critics and the movie going public at large reacted to the Dark Knight and Black Panther than they did Batman Returns, and part of that was the change in perception of mass produced low culture (blaxploitation ffilms, action movies, etc.) caused by films like Pulp fiction.
