He's allowed, the questions is if there's any artistic merit to such extreme retrogressive ideas decades after the fact. The answer is "No!", he's not done anything to justify it. He could well have filmed it back than with on-set lighting if he so desired the look, and he could have graded it back then. Instead, he ruins his picture, and yes ruins because slapping on a blue piss filter doesn't make it look authentic. Now the lighting is inorganic, things like skin tones washed out, etc.
Pic related, natural blue-ish lighting vs unnatural teal that makes the reflection in the metal look fake. Steel isn't green. Even his jacket is green - the entire shot is graded instead of set lighting.
