They didn’t run out of money. They had to scrap several completed episodes entirely because of the Tokyo sarin gas attacks. Parts of the episodes had elements that were considered insensitive to the recent tragedy. So their production schedule got drastically backed up and there was a time crunch. Supposedly they delivered episode 24 by bike to the TV network hours before it was set to air.
