I think Frank Darbont wanted to do a soft-anthology like that after the farm, but the producers refused and wanted to follow the comic plot with the prison. He tried to compromise with stuff like the infamous scrapped tank walker episode that was supposed to be at the beginning of sason 2, but they wouldn't let him do that either.
