In the comics or the movies do they ever explain how he gets the construction work done for these secret conspicuous facilities? I don't think Batman has ever demonstrated the feat of being as effective as an entire construction crew so it can't have been his work.

I was recently reading some old Batman comics and after an earthquake destroys Gotham (and Wayne Manor) suddenly Batman knows a guy who can do construction who will help him rebuild everything.
Presumably that guy is later killed by a villain for plot convenience, I don't know I stopped reading because even 90s Batman is still capeshit.
nothing about this aspect of batman is even implausible in the slightest. A corporation the size of wayne enterprises can buy land and build shit all over the place and have all sorts of corporate secrets that they want to protect from corporate espionage. It would be really easy to build a secret facility that is ostensibly for secret high tech or testing or something and all the contractors would be subject to strict NDAs that if broken they'd be sued to oblivion. Nobody would necessarily suspect it had shit to do with batman.
