Because in that scene, we were seeing BAD-ASS, rebellious Alita in full for the first time. So, the audience might be wondering...
"oh, well....is she not going to do her cute, fun stuff anymore?"
And that one little moment with the pupper says so much, that although she's a re-invented bad-ass who's about to get into serious business at the bar, she's still sweet, caring, maternal, fun, and remembers and cares for people she's made a positive connection with. Such excellent screenplay writing.
