Because his artificial super-intelligence VICK was keeping him held captive in a long-term gambit to hold all humanity locked in their homes for their own good. Presumably because they weren't networked, so VICK couldn't control them, but they were still subject to humanity's authority and would be valuable tools for rebellion?
