I always assumed he was ordering it hotter than usual and liked his Earl Gray a bit burnt.

Like my grandmother, her coffee is too cold if it isn't melting her face off before it even gets to her lips.

when i run a bath i run it as hot as possible and let it cool, so that as it cools it warms the bath and bathroom up
when the water is cool enough to use, it's in a warm environment and so doesn't cool as fast
i imagine the same is true of a hot drink
ordering it too hot and letting it cool will make the mug warm, and thus keep the drink at a warm temperature for longer
a trick i learned for cooling a hot drink quickly if you need to drink it in a hurry is to pour it into another mug
it'll cool to drinkable temperature in 10 seconds
so i think that's why picard gets his tea "hot"
