Easy. Robert Mueller was conducting a federal investigation for criminal prosecution. That means that he had to reach a level of evidence that was beyond a reasonable doubt. When the report says "does not conclude" what it means to say is" there is not sufficient evidence to proceed with prosecution" in lawyer speak. Trump may very well have committed a crime (and I'm inclined to think that he did) but Mueller didn't believe there was enough evidence for a jury to convict him. It's that simple.
