it was an ancient Bajoran vessel. The Bajoran resistance to the cardassians used atmosphere-capable space planes, they didn't even have proper starships. I don't think the series ever actually shows a Bajoran-native warp capable ship. They probably hadn't developed the technology by the time the Cardassians annexed them. Honestly, they have a lot to thank the Cardassians for.
