Original run, not arc. Last order being trash and Martian chronicle being ass are not indictments of the original nine volumes, sans rushed ending. The original ending was bungled because it came from absolutely nowhere and concluded exactly nothing.

The outside of the city is shown to be farmlands and jungle and the plucky kids take their future-hippie-van on a road trip to a picturesque lagoon. There’s literally nothing keeping them in iron city, the way scrapyard residents were forced to live in the scrapyard in the manga.

Talking movie continuity here, I know there's differences with the manga.
In the manga, Hugo’s only choice is literally hell or Salem, because he can’t leave the city any other way. This is not the case in the movie.
In the manga, the outside of the scrapyard, even if people could leave the city, was ruined wasteland where nothing could grow for as far as the eye could see.

The movie establishes people work in the farms outside the city. Which means people know how to farm. Thus, the line is defacto established as people clocking off work.

There's clearly some kind of checkpoint and it's not as simple as an open gate based on the fact that there's a line of people waiting to get in.

Well there's a huge line of people trying to get in and the only place that anyone from Iron City wants to go to is Zalem and even then they know that it's basically impossible. All we know is that Zalem is the last sky city and the survivors of the great war came from all over the place to settle in Iron City. So yes, mostly no one wants to leave, and there's nothing that suggests otherwise.

It's the last of the sky cities and people from all over the world came there after The Fall, and work for the Factory. Ido says it explicitly.
There is work there, and people can thus get things that they need. There are no utilities outside. Could people still be living in other settlements somewhere else in the world? Obivously, yes, because why else are there active defenses, artillery and armed checkpoints to get in?
Now, I agree that audiences should not do the writers' writing for them, but here they doing some extremely explicit world-building. Living in Iron City is better than living elsewhere (showed by people coming to Iron City), nobody lives in the outskirts of the city (showed by wide shots of no settlements, and by dialogue), and Iron City is shown to be abundant in goods, but also abundant in crime, and Zalem is shown to be a presumed better place to live (shown by looking more modern, and pretty much everyone except Ido and Vector wanting to go there - even Tanij and Alita wants to go there).
As someone old enough to be Alita's dad all you're doing is arousing me.

For what's it's worth, the novelization (which I'm making a big leap here in assuming it's based on the script and Cameron's notes) says that beyond the farmland most of the area is contaminated by biological warfare and is basically uninhabited. The people who do live there are said to be mutated or otherwise fucked up and nature is reclaiming everything. The Factory also periodically sends survey teams out to test the level of contamination in the soil and water.

In two separate occasions, I got to meet them outside of their work hours and they brought as many posters as they could get their hands on.
