It's a Dreamlands so it's more fantasy than horror but it's still full of Lovecraft-isms.

I would recommend Cool Air, an adaptation would require a limited number of locations and actors which would keep your cost low. Pickman's Model too might not also be bad.

I would doubt on you could pull off something like Call of Cthulhu or Innsmouth on such a low budget, given FX, locations, extras etc. that would be required. Keep it low, keep it controlled.

Raimi made Evil Dead on $400,000-$500,000 (a little over a million in today's money, but still). How did he pull it off? Limited/realistic locations he had the ability to obtain and keeping the scope small enough to not require an excessive number of actors or a huge crew. Those should be your guiding principles
