problem with being emperor is you can never really let go of the reins cause they'll just kill off your whole family so they can't try and push to become emperor again. That was really his biggest concern with not letting commodus take over.

Not possible. Diocletian did this and they abducted parts of his family and a series of civil wars broke out. But the short period of time he was gone effectively stripped him of all power. There was various Emperors who tinkered with trying to devolve central power but it ALWAYS blew up in their face. It isn't until the Western half fell and the central authority was housed in an unconquerable fortress city like Constantinople did some semblance of order start arising. But even in the Byzantine period there was large swaths of time, sometimes decades long, where the only descriptor available to pin to it is "Anarchy." But the problem with the Byzantine period is that it spends LITERALLY CENTURIES as the front line of the Jihad with half of Anatolia being under nonstop raids every campaign season.
