if tywin is incriminated, is a perfect oportunity for the other houses to gang on the lannisters and put him on trial. in the books it starts a whole plot as the mountain confeses on killing Ellya, so they demand his head, but Qyburn sends another cranium. If Cersei reveals sir Robert Strong, they would know that Cercei is a liar and justice was not done, granting them a perfect opportunity to go to war.
But why would a man start having bastards with high profile women and start a sellsword company BEFORE the reason of his desire for revenge (the rape and murder of Elia and her children) even occurring?

Had Tywin imprison Oberyn, Doran would immediatly know because everyone has a spy network too. And Oberyn dieing from poisoning is a red alert to dornishmen.
