The resort is right by Morocco which is a massive drug trail and human trafficking route. Obviously the British businessman didn't think that thru when they set up the resort. Also the Portuguese police are a leftover from their fascist days and are corrupt as fuck. They probably take money from the pedo rings and drug traffickers to look the other way. They also hoped they would find enough evidence to slam the McCanns for enfant death but that didn't work out. You could tell in the early days of the investigation the police were resolved to do barely anything cause they either assumed the girl was dead or taken by a powerful pedo.
