You're right in that they were necessary to make up the full half hour. But I always thought the music videos were the weakest parts of the episodes.
I have all the original series on DVD (the King Turd collection) and the episodes aside from the music videos are legitimately great and can stand up by themselves. It's a shame how the show is relatively forgotten.

As a fan of 80s and 90s rock music I don't agree the videos are the weakest part, but I agree that the episodes also hold up without them.
