Black and white is cheaper and streaming services are exempt because they didn't exist back then (yes the laws in the UK are out of date by about 100 years)

To my knowledge you only need a license to watch live television or anything that's simultaneously broadcast on television (so those Sky News streams on YouTube still require a license) and any kind of BBC service like iPlayer. But I don't believe you need a license to access BBC content on third-party services like Netflix. Right?
