It did get a limited art house run so in that sense you could call it that. It definitely wanted to be a deconstruction of the vigilante genre that thrives on nothing but violence and shows that someone really willing to just murder people so easily has mental issues that were never dealt with. It makes sense that this is the same director behind We Need To Talk About Kevin.
