I've seen the original Japanese version and I saw all the Rebuilds in Japanese but even so when I picture the characters in my head I hear the original English dub

They were 240p PS1 FMV-quality discs.

They are still going strong in some parts of Asia but some studios such as Disney and Fox (at least partially) already discontinued VCD.
The last Disney VCD that I know of was The Force Awakens.
And the last live action Fox VCD that I know of was (500) Days of Summer (Fox still makes VCDs for animated stuff).
The last Studio Ghibli VCD was Arrietty.

I once remember importing a bunch of Jackie Chan VCDs from Asia and watching them on my Japanese Sega Saturn.
