I'm going to guess that if we had a civilization that colonized mars we probably had other facilities and bases around earth's sphere probably including a moon base. If Mars is to stage an attack on earth they'd likely have to hit the moon first to establish some sort of staging point for further incursions into earth territory and assaults on the orbital ring / space elevators.
