Scorsese doesn't tell stories, his movies are more character driven than plot driven, which makes them more of character studies than anything. He uses those people he portrays to discuss themes of crime, drugs, adultery, betrayal, lying, murder, greed through their own perspectives, and letting us decide weather those things are good or not with a broader moral outlook.
He's not the kind of director that tells you what's right or wrong, but rather, he challenges your vision of things, by immersing you in a completely unusual setting to the common viewer, and compelling you to decide for yourself what is right or wrong. He even makes this task harder by creating empathy between you and the criminals and marginals he places in his films.
Also, I don't think you should judge an art piece as "moral" or "immoral". Oscar Wilde said that art doesn't have a moral obligation towards the spectator, and should not be seen that way, but rather judged as good or bad within its quality of form and composition.
Finally, I think it's a very rough statement to compare Scorsese to Tarantino. Scorsese's films have a purpose to generate sensibility with the characters portrayed and the themes explored, and you can sense that in his directing. Tarantino can make a cool scene here and there, but his movies are shallow and he clearly doesn't do any thinking about them.

Scorcese makes movies about bad people who aren't portrayed as bad people. His message is there is no good or bad, just be selfish, it's only you that matters. This is your own opinion, to which I strongly disagree. He's a very subtle director, committed to visual storytelling and spontaneity rather than to audiovisual gimmicks. The camerawork in his stuff is very often invisible. Raging Bull is his most incredible work when it comes to camera work, followed by Casino (to which it contrasts greatly).
But even in his first films, if you pay attention, you'll notice the very compelling camera work, barely noticeable, but still driving the story in terms of emotion.
I particularly enjoy examples of Taxi Driver, which I rewatched recently, and that has a very good directing in terms of immersing the viewer in Travis's mind and emotions
