I get this is a bait image but you seem to be misinterpreting the argument regardless. Horror should instil a lasting sense of fright and dread. Jumpscares are just exploiting an innate human reaction, and after that brief moment, their effect is entirely gone. They are "cheap" in that no effort at all is required to scare someone briefly with a loud noise. If a balloon unexpectedly pops next to your head you will probably jump. That doesn't make balloons the height of fucking terror.
