So a jumpscare in itself is not cheap, it just needs to be well done, like every concept in life.
That was great because it wasn't really a jumpscare, though. It's in broad daylight, it's basically announced before it happens and she pretty much just walks slowly around the corner. What makes it scary is pretty much entirely the fact that the acress just has a naturally scary face.
What makes it scary is the buildup, the soundscape and the editing.

I'm not talking about some dumb shit like the protagonist knows something scary is coming and becomes really worried about looking out a window or opening a door; I mean the protagonist genuinely did not see it coming. If the movie can build up to the audience that something is going to happen WITHOUT dependence on spooky build up music and slow shots that obviously lead to the jump, then it was a good jumpscare.

The sensation of being fearful happens in regards to the unknown, the expectation that something bad will happen, confusion. These are all tactics that should be utilized instead.
For example, I recently watched The Living And The Dead (2006) and the portrayal of the schizophrenic son legitimately scared me because he was so irrational and deranged. There wasn't a single jumpscare in that movie.
