Everyone agrees this was a foolish and hot headed thing to do, and in fact the Mad King would have been quite reasonable in arresting Brandon until the dispute could be resolved.
That's certainly what Rickard thought was happening, when he answered the summons of the king. He thought his eldest had made the situation worse with his hot head, but at worst was being detained to prevent violence. Instead Brandon was charged with a conspiracy to assassinate Rhaegar. And then Rickard was arrested for no reason, demanded a trial by combat, and burned alive. Knowing Brandon is a hot head, Aerys set it up so that he would strangle himself desperately trying to save his father. Then he ordered the murder of Ned and Robert.
Rhaegar set things in motion with a foolish move, Brandon made things worse with an ill considered response. It was Aerys he burned the entire kingdom to the ground with his actions.

And then Rheagar joined his forces with his father's, effectively condoning his father's actions.
