They were discussing the defense of Berlin. Hitler hinged everything on Steiner's counterattack and thus relieving the city (in Hitler's mind). The pic in OP's post was him telling Hitler that Steiner was not able to gather enough forces and the attack never took place. The city was nearly completely surrounded. This being Hitler's last gamble, threw him into a fury and made him admit the war was lost. Which is why it was such a great scene. Up until then, only the fanatical followers still believed Hitler would still pull them out of the fire and deliver some sort of victory while his generals discussed how he was moving divisions around that only existed on a map. When Hitler finally admits defeat, it is like a giant release valve on everyone who was trying to maintain some semblance of order and control. After that point, everything truly collapsed.

It doesn't though? Maybe if you are already sympathetic to Nazism, but to me it was just a great look at the desperation and madness during the fall of Berlin, Hitler seemed like he really thought there was a way out even with Germany surrounded on all sides.

It was like asking a chihuahua to take down prime Mike Tysone. The attack was only ordered because Hitler was desperate enough to order any attack no matter how hopeless.

At this stage Berlin was surrounded by like 8 whole soviet armies, including elite shock armies and armour heavy tank armies, while Steiner had like...what was it...several severely under-strength divisions? .
