pretty much this. it's hard to separate cause from effect but movies became more expensive as studios became more cautious. they started doing more market testing and trying to make their movies appeal to wide audiences so that more people will come see them. this has lead to a lot of bland 'pretty good' movies that end up with high rotten tomatoes scores because they're non-offensive.
the cool thing is that there are tons of great old movies and nothing is stopping you from going back and watching every film noir ever made.
