Slaanesh is sort of the Dark Eldar Cenobites' Cenobite. When the Eldar go over the edge of depravity so much, or just get unlucky, they are lost to a hell of sensation. Slaaneshi Daemons just hurry the process along, and conduct "regular" Cenobite business with humans, essentially bringing them up to the potential of Eldar for excess.
