That's all, the show isn't really popular outside Brazil, but it was something that was "there". Keep in mind, aside from Chile and Argentina paid TV wasn't that popular in the 90s. It wasn't until the mid 2000s that big markets like Colombia or Mexico started to catch on, so obviously a family friendly comedy on public TV wasn't as shitty for most of the public.

They sold it cheap, and since it's also popular it never abandoned TV. You don't even need cable to watch it, but it's there as well. Many generations have seen it.
I think the popularity has faded a lot in the last years, specially with kids from the internet era. But for people from other generations the struggles to go by with shit incomes from the adult characters were quite relatable. The "kids" having fun out of nothing were quite relatable. Nowadays a kid uses computers and videogames, back then there weren't consoles, most of kids didn't have many toys, so you'd use whatever you had in had to have fun.
The show was slapstick humor with repetitive sketches, but that's not something bad itself, that's just a trend that happened with many shows back then. If you want to get actually good chapters, though, you have to swim between hundreds of unremarkable chapters (and that's even ignoring all the chapters that were filmed two times or more) and find a few ones that were actually good.

That and MTV Brasil were the only things that were good on TV during the 90's to mid 2000's.

The one where you could see that Gómez Bolaños was an accomplished script writer were some chapters from the Chapulín Colorado when he makes plays with some famous literature stories. One of them was even written in rhyme. But that's something you can only get if you really know the language. He's great with puns and assorted word-plays. And it had some special effects that were revolutionary for the time's standards.
If you take his whole work, most of what he did is mediocre or shit. Many times, specially after Valdés and Villagrán left, it feels like they are just wasting time to be over with the 20 minutes and let the commercials run.
But when all of them were there, when they were young and had more energy they produced a few episodes that were actually outstanding and a great watch.

El Chavo's characters all have their flaws but in the end they were all caring for each other.
There are no one who's entirely bad in the show and nothing ever changes throughout the story. Chavo will always be a kid, Don Ramon will always be broke etc.

We all love to shit on Doña Florinda, who is like "the final bad" of the series, but the truth is that for all her flaws she's a widowed mother trying to do her best for her son. It's not that she's heartless, she just doesn't want Quico to end up a drunk, womanizing neet like Don Ramón.

In fact Señor Barriga had plenty of money, Jirafales never looked as if he was doing bad, Clotilde and Doña Florinda weren't rich but they never struggled either. The poor ones were el Chavo, Don Ramón and la Chilindrina.
