It's a shakespeare adaptation. They put racial and plot twists on his plays all the time partly because theatre has a long tradition of not giving a fuck about it.

season 1 would probably be setup (briefly covering the 1st peloponnesian war / than focusing the backgrounds of the war (corcyra, potidaea, megarian decree, c*rthian autism) with pericles being the main character on the athenian side (supporting characters like nicias) + maybe some made up sailors/rowers/marines for athens to ground the show + provide context to the politics. than a spartan/peloponnesian league side, with some corinthian leadership, with king archidamus as main character with ephors like sthenelaidas and members of the gerousia as supporting characters (main conflict being archidamus desire for peace vs ephorate and corinths desire for a war). with the spartans you've got a lot of freedom to make shit up since reliable written sources on sparta are scarce as fuck.

season 2 could be the first couple years of the archidamian war, discontent in athens against pericles due to abandoning all land outside the walls & the invasions of attica with the last couple of episodes focusing on the plague inside athens, and ending with the death of Pericles and the rise of demagogues like cleon.

s3 war in thrace, brasidas vs cleon, demosthenes and pylos (big focus on how shocking the capture of 200+ spartans was), thucydides (you could probably use thucydides as framing device he was writing throughout the war) in thrace + his ostracism. s3 ending in the peace nicias after the battle of amphipolis.

after that you'd probably focus on nicias, lamachus and demosthenes in scily, with gylippus opposing them. in the background you'd have alcibiades being alcibiades (defecting to sparta) ending the Sicilian expidition being completely wiped out and nicias and demosthenes having their throats slit + reactions in athens.

basically it'd be hard as fuck to make right, since your cast would be changing all the time (you'd probably some made up characters to anchor the series + thucydides), but imo if done right it'd be great.

Well if it makes any difference, part of the population were carried back to Rome to be sold into slavery. But yeah, we have no way of knowing their culture and customs, though we can assume it was a Berberized version of their mother city's Phoenician heritage.
In any case, Carthage (in the socio economic sense), was only as important as the lands it stood upon allowed to be. That and the fact that it served as a very strategic port in the Mediterranean, which explains why the Romans had no qualms rebuilding it and resettling it a century after it fell to ruins.
