Buying a car counts as a personal loan and personal loans go up to 60k, 40k is well within the personal loan range, the bank doesnt really care what you do with the money once they give you the money

A bank will give you 40k and make you pay 55k in monthly rates of 200 dollars for 30 years, that's your catch

But theres a catch on both sides though.
If you pay the whole loan early you wont pay the interests left on each monthly payment because you extinguished the loan
Thats the bank catch, and depending on the loan contract the bank may charge you a 1-3% of the whole loan as a payment for damaging the bank with your early extinction of the loan

Basically the bank never loses but you can always hack your way into receiving as less damage as possible
