TFA was bad, it was foundational to the new trilogy and had glaring faults, though they could be ignored in the moment. However, TLJ did not attempt to fix the issues of TFA and, in fact, introduced tons more, dynamited the trilogy, then retroactively took a pickax to the other trilogies.

I would say they are both equally terrible and shit on Star Wars (though if you had a gun to my head I would say TLJ because I wanted to see Luke be badass and fun).
I put the blame on neither JJ or Rian though, I put everything on Kathleen and Iger. They were too greedy and cared more about shoving a movie every year. And Kathleen resentment of the OT (especially Luke) minus Leia and the urge to erase them and replace them quickly was dumb. They should have spent more time carefully perfecting a trilogy that gives the OT characters respect and closure while handing the mantles to a new generation.

TFA had the benefit of at least not having anything too blatantly retarded storywise, it was just bland, coasted on nostalgia and deflated potential character growth for future installments by setting up Rey as this overpowered Mary Sue. TLJ's plot was just filled with bullshit and nonsense (admiral problem hair's secret plan, the whole casino planet subplot, Rose's kamikaze moment, etc.)

The Force Awakens destroyed the entire story that was being built up from the OT and shrunk the universe to the periphery of a couple of characters but it was just a boring, inoffensive movie; The Last Jedi had a dogshit story that pissed on the legacy of these movies, better photography, somehow worse continuity, some of the worst fights to be ever put to film, but it at least woke people up to how bad the movies made under Disney were.
On a meta level I'd say TLJ was the better movie only because I was livid everytime people praised TFA before TLJ was premiered.
They're both good. Last Jedi is the third best Star Wars film. In fifteen years, people will love them, and they'll pretend they always loved them, just like the prequels.

Script is bad because every character is braindead. The First Order could have killed all the rebels at any moment, for the entire fucking movie, and they didn't. They're chasing them down with a whole fucking fleet, and a literal giant flying Tie Fighter factory with a larger crew than the goddamn Death Star, and how many Tie Fighters do they launch? Fucking three. That's one fewer than chased after the Falcon in the original WHEN THEY WERE LETTING THEM GO.
And after those three fighters destroy any capacity for the resistance to fight back, what do they do? Call them back, because they can't cover them or some bullshit. Send out a storm of them and the movie is over right there. Hell, leave the three fighters out for another 5 minutes and the movie is still over.
