The only thing that bothered me as a kid was this. Did this freak anyone else out? The bumps were just stupid and random but something about watching cartoons late at night with the TV as my main lightsource only to have the screen go black and the room completely silent while this serious warning popped up would bother me when I was younger.

I did too, it was my first anime. Anime used to seem really good for the most part until I started broadening my horizons.
Yeah once I figured out the time it would switch into AS, I would change it to Disney to avoid the black screen and then back to watch anime. But another thing I hated was this creepy show.

And they were often targeted for the whole family despite showing very graphic violence, body horror and gore (often to guro hentai levels, in fact, Filipino soap operas are pretty much live action guro hentai), sadistic levels of abuse (bonus points if it's often kids which are the victims, since it's usually kids which are abused and tortured), sometimes containing literal porn, having explicit instructions on how to commit suicide, unlimited vulgarity, and just about every offensive stereotype imaginable.
They also shove in Catholic propaganda through you mouth while saying that Satan is more powerful and that God is worthless.
Meanwhile, the local news complains about the Momo challenge and how kids are killing themselves because of it while the very same channel airs soap operas with explicit instructions on how to commit suicide and that it's a good thing, while also saying that Satan is powerful.
