Watching Twin Peaks was a fucking chore. I will never understand the hype. Sure it had a few good moments, but most of it was just filler and "look how wacky and mysterious we are, haha campy soap opera vibe, but it's okay because we're self aware about it!"

Season 1 has a whole layer of existential horror related to how fucking vapid most of the characters are due to them being soap opera characters that just happened to get tied to a brutal murder
Season 3 is quite similar, except it's clearly based on modern trends, we even got a capeshit scene kek

The return wasn't a reboot and it doesn't have the characters or the comfiness, and it's all the worst for it.

I was actually going to say something similar. Season 1 is clearly a satire of overly sappy shows of the time with silly characters that are poorly written. Season 2 oofed and took itself seriously. Season 3 has satire of a lot of the kinds of "prestige" shows that get made now. I feel like Episode 8 was him saying, "look, here's what could happen if we really went experimental instead of satire, before returning to it in (what everyone felt at the time was) an underwhelming episode. The story of Cooper and all the lore is Frost, who maybe takes it too seriously (season 2) but the commentary on television itself is Lynch fucking with everyone.
