It definitely deserved a PG13 rating, I remember trying to convince my mom to buy it for me by telling her it's not really an R-rated film. When she watched it with me she agreed.
For some reason back then a ton of movies got an R rating just for having a lot of fighting in them. For some reason kung fu battles really triggered the MPAA in the 90s, just look at Fist of Legend, another film that should have been PG13
