100% Hank. Getting your child to drink too much a couple times early in life to the extent Walt did here is actually good for mental development. It shows him the bad side of overdoing it while that point can still be reached easily. In fact cutting him off after drinking just enough to feel it would be worse because it gives him the good part without any repercussions.

Unironically it was mostly Walt. He only did what he did out of both insecurity and to assert dominance. What Walt didn't know is that that isnt what you do to assert dominance. He just made himself look like a jerk. Hank should've kept his mouth shut the first two shots but, being the sensible and responsible man that he is, was In the right afterwards.
