It's not that, it's just that they're terrible at writing serious drama and ever since GTA4 they've had their head up their own ass. It's like a campy action director suddenly trying to take his work seriously, but in this case they can get away with it because the gameplay is still (mostly) enjoyable and gamers are stupid so they'll lap up any shitty sentimental storytelling.
