The production design from The Shadow was grounded in reality.
Other than the Cobra Head, the rest of the temple is pretty similar to Buddhist temples found in tibet.
The interior were Baldwin is fighting the dagger is actually very close to what the interior of a Chinese temple or other elaborately decorated room would look like.

The problem wasn’t movies set in 1930s pulp vintage settings, the problem was that the movies likely didn’t have enough budget behind them, and were not made with the idea of multiple sequels, and possible crossovers with other similar films.
A crossover from The Shadow to the Rocketeer could have been Kino, and adding The Phantom would also have had possibilities.
At the time, movies were being set in that era, likely because the costumes, at least for extras, could then be used for other productions.
Darkman had one of best villains to ever grace the screen. Dude chopped people's fingers off with a cigar cutter and kept them as trophies. Based as fuck.

The Shadow had a 40 million dollar budget that was a lot in 1994 - 1989 Batman had a budget of 35 million.

Both The Shadow and The Rocketeer were set in the 1930s.
Due to events in the 1930s, there is a huge amount of historical material that could be used for story lines.
Most of the current superhero movies now are planned as films that will have sequels, and possible crossovers with other films, whereas back when The Shadow was made, films were usually planned as one off productions, which might get a sequel.
