It was breakthrough television.
First big drama show to premier on basic cable (as opposed to the networks).
Since it wasn't broadcasting on the networks, and thus being "over the air" it wasn't bound by the same restrictions as network television. Namely about content matter, violence, sex, language, drug use, and just about everything else you can thing of. The first two seasons especially people tuned in for no other reason than to see what the fuck the commish was were going to get away this week. Along the way it just also turned into a great deconstruction of the procedural cop drama with some really great characters.
Nip/Tuck debuted like a year later, and uses the same formula with plastic surgeons in Miami and its pretty good. The first couple of seasons especially.

It's the fucking captain that said he was staying, they left him alone, then his escort car arrived, knocked the door, no one answered (aceveda was terrified and didn't screamed) and the cops left, allowing the idiots to continue rape him, then they decided to flee and aceveda easily untied himself afterwards, it wasn't even that hard to get away.
