It already has tax credits signed for a third season. It also has strong viewership afterwards. Finally it is Seth's baby and fully owned by them. He has been loyal to Fox for a while and has favours to cash in.
Wouldn't it make more sense for them to take those tax credits and use them on a different production in the same location that would rate higher?
I agree with you and even then when they do the spin offs they'll follow the pre-discovery model which TNG, DS9, VOY and ENT followed.
Which will make a very nice show for Fox in the long run and as they've shown their no stranger to putting fox shows in their show meaning their advertising things that people will then buy later just to watch that full episode like the junior mint.
As much as I loved Identity part 1 & 2, I do hope they spread out their budget a bit more over the entire 3rd season (when the show gets renewed).

To be fair, Fox has a bad record with SF... Alien Nation, Firefly, Almost Human... but Orville got a second season so it's already way ahead of the curve.
