Thing is most "4k" BluRays aren't even 4k. They're 1080p transfers being upscaled and released as "4k". Most digital mastering is done at 2k so remastering it just for the 4k BluRay is more effort than most are willing to put in.

there are some movies and shows (mostly foreign) that was only ever kept digitally at 480p for DVD.
They're still sold on Bluray as 1080p but are upscaled from that DVD copy and often look worse than the real DVD.
Barely anything they call 4K actually is.
Netflix even have to degrade their 4K footage to make it streamable.
