Dexter wouldn't just kill anyone with no problem since he does hold Harrys code as sacred gospel and breaking it is something he just cant bring himself to do, even in season 1.
Brian gave him the security guard to kill and Dexter refused to do it and then Brian gave Dexter Deb to kill and Dexter refused to do it.
Dexter is definitely a psychopath who enjoys killing but was always shown to be unable to kill innocents.
